Phil Duncan (he/him/his) (https://www.linkedin.com/in/plduncanjr) is an Associate Adjunct Professor at Bellevue College since 2020, where he has taught software development, systems analysis, software testing, and web and mobile technologies. His teaching spans application development, project management, and foundational programming, with a focus on helping students develop durable problem-solving and critical thinking skills.

Phil brings more than two decades of experience across higher education, workforce development, and industry. He previously served as an Associate Professor at DeVry University for over thirteen years, teaching media arts, software development, and game and simulation programming, and leading curriculum development for senior capstone projects across multiple degree programs. His work emphasized interdisciplinary collaboration, real-world project design, and assessment grounded in practice.

With a life and training as a studio artist (MFA, BFA) and additional graduate work in network and communications management, Phil’s perspective bridges creative practice, technical systems, and organizational realities. He has designed curricula that integrate studio pedagogy, systems thinking, and applied technology, and has worked extensively with traditional, non-traditional, and returning students.

Phil has long been active in faculty service, curriculum development, and student support, including committee work, advising student organizations, mentoring, and community outreach. A committed union member, he believes strong educational institutions depend on shared governance, professional trust, and faculty voices grounded in classroom experience.

• Chloe Horning 

Chloe Horning has been an adjunct faculty librarian at the Bellevue College Library since 2019. She holds a master’s degree in library and information science (MLIS) from the University of Washington and studied English literature as an undergraduate at Smith College.   

As a librarian, Chloe has been strongly committed to information equity via open, accessible, and inclusive practices. She is passionate about the use of graphic novels in libraries and has served on the American Library Association’s “Best Graphic Novels for Adults” committee.

Chloe has served on the Faculty Commons Council since 2022 and has been the Adjunct Faculty Support Lead since 2024. She also serves on the Positive Policies for Adjuncts Committee. Providing accessible and compassionate support for her adjunct faculty colleagues is her goal in the Faculty Commons and beyond. As a member of BCAHE Executive Council, she would draw upon her experiences working with BC adjuncts to ensure that their voices and unique needs are heard.

My name is Elena, and I am running for Executive Council and would appreciate your vote.  Over the past couple of years I’ve learned so much being involved in BCAHE, and would hope to keep growing that knowledge and service for my fellow faculty.  I’ve attended professional development opportunities through WEA to expand my knowledge of organizing and bargaining tactics. I try to be as involved as I can be at our local, working toward solidarity in times of such uncertainly and confusion.  This year being the Vice President has been a wonderful learning experience, and this summer I’ll be at the table bargaining, doing the best I can for you all.  Next year with another commitment in the works for my program, I’d like to continue to serve the faculty but on the Executive Council.

• Shadi Kanan

Dr. Shadi Kanan joined Bellevue College in 2020 as a full-time faculty member in the Health Sciences, Education & Wellness Institute (HSEWI) /Nursing department. He arrived at Bellevue College after completing his Doctor of Philosophy in Nursing at Kent State University in Kent, Ohio, during the summer of 2020.

Since Spring 2025, Dr. Kanan has also served as Assistant Dean of the Health Sciences, Education & Wellness Institute. In this leadership role, he is dedicated to supporting both students and faculty while fostering an inclusive and empowering learning environment.

Dr. Kanan believes that providing nursing care is an honor and that teaching the next generation of nurses is a profound responsibility. He is passionate about applying these values in his work at Bellevue College, helping shape future nursing professionals.

Tom Lee is a Full Professor of Information Technology and Cybersecurity. He is also the Program Chair of the Information Technology Program and Chair of the Curriculum Advisory Committee (CAC). You might identify him by his monthly CAC emails. Tom has been at Bellevue College in one capacity or another since Fall of 2003. He has been a Student, IT Professional, Adjunct Professor, FT Temp, FT Tenure Track and Tenured.

In his “not so much spare time” Tom goes back to his polymath roots. You can sometimes find him in rural environments making things a little better. He has been blowing and shaping glass for the last 30 years. He still plays the occasional steel drum pickup and he enjoys rebuilding neglected chainsaws from the early 1900’s.

Over the past 12 years, I have served in a variety of roles at Bellevue College (BC) including adjunct instructor, classified staff and tenured faculty. I have advised 3 student clubs and served 9 years in BC Governance, including chairperson of the Veterans Advisory Committee and Student Success Council. Each of these roles have allowed me to focus my instructional, technical and governance activities on impacting students. I view the TRC as an avenue to more broadly impact students by providing my perspective in guiding tenure-track faculty.

My name is Marilu Bumgardner, and I am an Associate Professor in Health Sciences (HSEWI, Nursing). For the past three years, it has been an honor to serve on the Tenure Review Committee. Because excellence in education takes many forms, I am dedicated to supporting the diverse talents Bellevue College faculty bring to our community. With extensive experience in clinical and experiential instruction, I offer a specialized lens for evaluating teaching effectiveness in non-traditional settings. I advocate for a tenure process that values both classroom and field-based learning, ensuring every educator’s unique contributions to student success and mentorship are recognized. I would be privileged to continue this work on your behalf.

• Denise Johnson

In my 23 years at Bellevue College, I have always tried to center my governance on work that most benefits teaching. I served on the BCAHE bargaining team when we created the Faculty Commons, and I served on the Faculty Commons Council during its first few years. These years were crucial, as we formed its vision and fought for space, a budget, and independence from an administration that did not always want to give it to us. I have served on and chaired the Professional Development committee as we organized events focusing on pedagogy. However, the work that has been the most important is the work of Tenure Evaluation Subcommittees and the Tenure Review Committee. These committees are at the heart of what we do because they impact thousands of students – potentially for decades. I have chaired and served on multiple Tenure Evaluation Subcommittees over the years, and in this capacity I have always viewed my role as one that supports the candidate’s growth as an educator and peer. I have also been fortunate to serve on and chair the Tenure Review Committee. In my time as Chair (twelve years ago), I helped implement important changes that have benefited not only tenure track candidates, but also the committees that support them through the process. And as a social scientist, I well understand the biases and shortcomings inherent in student evaluations and peer evaluations, so I know how to not only glean helpful information from them but also how to put them into context as part of a holistic view of an educator.

I believe it’s incredibly important for faculty to rotate on and off committees, as we have far too many who remain on committees indefinitely. This is not good for the College. We need infusions of new energy and perspectives. Since I finished my term on the Tenure Review Committee twelve years ago, I’ve served on multiple TESs, and I am now wrapping up my term as Program Chair of Sociology. If I am elected to serve on the TRC, I will serve only one term and then rotate off the committee because it’s the right thing to do.

I have been a member of the TRC for three terms (9 years) and been entrusted by committee members to fill the role of chair three times (3 years). I would like to return for one more term.

The turnover rate of Deans and other administrators has recently risen dramatically in recent years. This has coincided with an increase in the number of administrative issues and errors our candidates have faced. For instance, just prior to writing this bio, I encountered a situation in which an administrator was attempting to establish a narrative that could have resulted in the repercussions of administrative mistakes being borne by a candidate. I was able to draw on my experience with the committee to push back on this and, in my opinion, offer our candidate the support they deserve as our peer. Please don’t get me wrong. I’m not suggesting that I am the only person who can provide such support. What I am saying is that I would like the opportunity to continue doing so.

That said, it is also necessary that we have a succession plan for the committee. I ask that I be provided with another term of service, during which I may work with current and new committee members to facilitate the integrity of our process and continuity of this candidate support. Thank you.

My name is Patrick Torres, and I have been a full-time mathematics instructor at Bellevue College since September 2019. Since then, I have served on a variety of committees including the Faculty PD Committee, several screening committees (mathematics, computer science, astronomy, physics, ASC director position), two TESs, the Student Academic Grievance Committee (in Winter Quarter 2022), and several committees within the mathematics department. It would be an honor for me to serve on the TRC to support full-time tenure-track faculty as they become excellent mentors to their students, promote educational equity, and pursue opportunities for professional development and governance.

I am a tenured mathematics faculty and have been serving BC since 2013.  I wish to become chair of Student Academic Grievance Committee.  My relevant experience stems from serving in the BC traffic court committee from 2013-2017 & 2025-present (as an on-call substitute).  I have also had the experience of being on both sides (respondent/reporter) in grievance matters, both when I was a student and now as a faculty.  I appreciate all members involved in grievance matters and want to offer my promise to serve with impartiality and fairness.

Dellyssa Edinboro is an Associate Professor who teaches in the Cultural and Ethnic Studies (CES) Department. She also serves as Chair of the CES Department. She is currently a member of the Curriculum Advisory Committee. She has also worked as the Interim Culturally Responsive Lead for the Faculty Commons and served as a member of Faculty Hiring Committees and Achieving the Dream (ATD) Work Groups, and as a peer evaluator for several Faculty Tenure Evaluations. In addition, she has facilitated workshops or served as a panelist for BC Earth Week, Equity Day, and Professional Development Day. Alongside this, Dellyssa has participated in or facilitated multiple Faculty Commons Workshops at Bellevue College. She would like to continue to deepen her service to BC through this role.
